ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1. A digital hard drive CCTV system is in operation.
2. CCTV cameras cover internal and external areas of the premises and all areas where customers have legitimate access (Excluding Toilets).
3. One CCTV camera is specifically positioned to capture facial images of any persons entering the premises at the main entrance and all other entrances.
4. All areas are sufficiently illuminated for the purposes of the recording of CCTV images
5. All CCTV recorded images have sufficient clarity/quality/definition to enable facial recognition.
6. CCTV images are retained in an unedited format for a period of 31 consecutive days.
7. Contact details of the site Retailer will be kept on site and will be made immediately available to the Police or any other responsible authority for the purpose of the retailer facilitating the production/downloading of CCTV images immediately upon request.
8. CCTV is maintained on a regular basis and kept in good working order at all times and images shall be produced to the Police or Authorised Licensing Officers (Rochdale Council Licensing service) immediately upon request.
9. CCTV checked daily and if found not to be in good working order, alcohol will not be sold until such time as it is.
10. The CCTV system records images at all times that any member of the public is at or on the premises.
11. Signage clearly and prominently displayed at the entrance/exit of the premises and on the forecourt advising customers that CCTV is in operation at the premises.
12. Staff will be trained with regard to their responsibilities in the retail sale of alcohol and regular refresher training will also be undertaken (minimum of every 6 months). Written training records can be made available for inspection upon reasonable request by the Police or other relevant officers of a responsible authority
13. A refusals log will be operated and maintained and will be produced to a relevant officer of the Police or other relevant officers of a responsible authority upon reasonable request. The log will be checked, signed and dated on a regular basis

15. Challenge 25 policy in operated at premises, acceptable forms of identification are a passport, photocard driving licence and PASS accredited identification card.
16. Spirits (with the exception of spirit mixers and pre mixed spirit drinks) will be located behind the counter.
17. There will be two members of staff on duty during the hours of 23.00 and 05.00 each day. In the event that there is not, the doors to the shop will be closed and all service will take place through the night hatch.
18. The site is to be fitted with a panic button and automatic locking door system.
19.The premises Licence holder shall be permitted to display bulk stacks, wine towers and chilled promotional offerings throughout the store that may not necessarily be shown on the plan. the locations may be subject to change but will be contained within the red lined licensable area shown on the plan attached to the Premises Licence. The display of bulk stacks will not be located where they may impact on the ability of customers to use exits or escape routes without impediment.
20. The premises licence holder will require any third party delivery partner delivering on behalf of the premises licence holder to comply with all legal requirements pertaining to the retail sale of alcohol, and in particular to operate a Challenge 25 age verification policy.
21. The Premises licence holder will require all third-party delivery partners not to deliver alcohol to schools, Deliveries of alcohol will be restricted to residential or business addresses only.
22. The only acceptable forms of ID for delivery of alcohol are a valid proof of age with a photograph of the person displayed on the I.D. Appropriate identification is limited to a valid passport, valid photo driving licence or a valid ‘PASS’ proof of age card bearing the PASS hologram.
23. Photographic ID - photograph will be checked, and date of birth recorded by the delivery driver.
24. Any reason for refusal will be recorded in an electronic refusal log.
25. These records will be kept for 3 months for inspection by Responsible Authority.
26. Customers will be advised at the placing of an order that all mobile deliveries require person receiving to produce photographic ID - passport, driving licence or proof of age card.
27. All sales platforms, including website, will remind customers when attempting to purchase alcohol that they must be over 18 and they will be asked to provide ID.
