ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1. We will regularly monitor the level of noise emanating from the premises to ensure that no nuisance is caused to neighbouring properties.
2. Admission of children to the premises during the exhibition of films will be restricted in accordance with recommendations given by a body designated under section 4 of the Video Recordings Act 1984.
3. To comply with noise management plan dated 17th October 2022
4. The Committee and nominated Bar Manager will comply at all times with any requirement of the Licensing Authority and Police including the implementation of any remedial actions required at the direction of the Licensing Authority and Greater Manchester Police.
5. Digital CCTV system installed.
6. CCTV system produces images of evidential quality.
7. CCTV system operates in all lighting conditions.
8. CCTV system captures images of all entrances and exits and all areas the public have legitimate access too. Including all outside areas.
9. CCTV system maintained in good working order at all times.
10. CCTV system shows correct time(s) and date(s).
11. CCTV system checked daily prior to any sale or supply of alcohol taking place.
12. Written record of CCTV system checks maintained.
13. If CCTV system is not working then no sale or supply of alcohol shall take place until the system is functioning properly
14. CCTV images retained for a minimum of 31 consecutive days.
15. ALL CCTV images made available for viewing or copies made at the request of the Police of other relevant Authority, including the Rochdale Council licensing Service.
16. CCTV equipment retained in a secure environment.
17. Staff members capable of operating CCTV system available at all times.
18. CCTV operates at all times premises open to members of the public
19. CCTV system installed so as to ensure all public areas are covered.
20. All pre-booked functions must be authorised in writing by the Committee Chair or nominated Committee member. Booking records and copies of written authorisations to be retained and produced upon request to the Police/ Licensing Authority.
21. A member of the Committee or Duty Manager will be present during all pre-booked functions.
22. AII persons attending a pre-booked function are accepted as bone fide guests of the club for the purposes of attending that function -with the Club taking full responsibility for all persons attending.
23. Pre- booked functions: 2 x SIA licensed door supervisors deployed from 19:00hrs to 15 minutes after the premises close.
24. Pre-booked day time functions: The Committee will conduct dynamic risk assessments prior to agreeing any daytime functions and will assess any need for SIA door supervision in advance of those events taking place. If those events are expected too or actually do continue beyond 19:00hrs then the first SIA condition (above) will apply.
25. Log of SIA start times, finish times, SIA licence numbers maintained on site and made available for inspection to the Police/ Licensing Authority upon request.
26. Clear Notice displayed at ALL Entrances to the premises stating that the Club Operates a strict anti- drug policy - any person found to be using drugs at or adjacent to the premises will be permanently excluded from the premises.
27. Written Drug Policy in place.
28. This policy facilitates the reporting of any person found to be in possession of drugs immediately to GMP.
29. Confiscated drugs are held in a secure location on the premises.
30. Arrangements will be made to contact GMP for the collection and destruction of any drugs found.
31. Any person found to be in possession of drugs will receive an immediate life time ban from the premises.
32. No person under the age of 18 permitted on the premises at any time the premises are open to members or guests (the public), unless accompanied by a responsible adult over the age of 18.
33. Challenge 25 Policy in place.
34. Challenge 25 posters clearly and prominently displayed in main bar areas and entrance.
35. Staff trained in regard to Licensing legislation and responsibilities under Challenge 25 Policies.
36. Training takes place at commencement of employment and every six months thereafter for every member of staff.
37. A record of training is maintained and produced upon request to authorised Officers of the Local/ licensing Authority.
38. Refusals log maintained.
39. Refusal log produced on request to Police/ licensing Authority.
40. A duty manager is on site at all times the bar is available to all members/ guests.
41. A duty book is kept behind the bar, not accessible to the public.
42. This duty book clearly shows the following:
• The name of the person nominated as the duty manager (person in charge).
• Their signature.
• The day/ date and the duty manager/ duty start and duty finish time.
• The name of each staff member working.
• Their signature
• The day/ date/ duty start and duty finish time.
• All names are clearly legible.
43. Staff duty book retained on site. Completed staff duty books retained for 12 months after the written last entry and made available for inspection to the Police/ Licensing Authority upon request.
