Annex 2
1. The premises will comply with all requirements of the Licensing Act 2003 and will cooperate fully, at all times with all reasonable requests of The Police and Rochdale Council Licensing Service. Additionally: The Premises has a 24/7 mobile contact number working at all times to enable any Responsible Authority to make immediate contact with the PLH if required.
2. CCTV cameras cover internal and external areas of the premises and all areas where customers have legitimate access.
3. One CCTV camera is specifically positioned to capture facial images of any persons entering the premises.
4. All areas are sufficiently illuminated for the purposes of the recording of CCTV images.
5. All CCTV recorded images have sufficient clarity/quality/definition to enable facial recognition.
6. CCTV images are retained in an unedited format for a period of 31 consecutive days.
7. Any person left in charge of the premises is trained in the use of any such CCTV equipment and is able to produce/download/burn CCTV images.
8. CCTV is maintained on a regular basis and kept in good working order at all times and images shall be produced to the Police or Authorised Licensing Officers immediately upon request.
9. CCTV checked daily and if found not to be in good working order, alcohol will not be sold until such time as it is.
10. The CCTV system records images at all times that any member of the public is at or on the premises. For the purpose of this condition A member of the public is defined as is any person other that the DPS, Premises Licence Holder, Spouse, Partner or Children (thereof).
11. Posters, no smaller than A4 size, are clearly and prominently displayed at the entrance and exit of the premises stating that CCTV is in operation and that images are being captured for the purposes of crime prevention and public safety.
12. A list of all employees is written and kept up to date showing names and dates of birth for each employee.
13. The PLH will check and retain a copy of each employee UK Passport / Entitlement to work in the UK.
14. There shall be a personal licence holder on duty on the premises at all times the premises is open to the public.
15. Full compliance with all Health and Safety regulations at all times.
16. Fire exits must be free from obstruction and well lit at all times.
17. Written records of all accidents and safety incidents involving members of the public and/or staff will be kept. These will be made available at the request of an authorised officer.
18. No noise shall emanate from the premises so as to cause a nuisance to the nearest noise ensitive property.
19. Notice displayed at exit to notify customers to leave quietly and respect neighbours.
20. Alcohol will not be sold to;
(1) Any person recognised or identified as a street drinker (regardless of their level of inebriation at the time);
(2) Any person found to be drinking alcohol in the street;
(3) Any person who is drunk or appears to be drunk;
(4) Any person suspected of trying to buy alcohol for another person who is drunk or appears to be drunk;
(5) Any person unable to provide valid ID when requested by staff;
(6) Any person who is verbally or physically abusive towards staff or customers.
(7) To any person suspected of trying to buy alcohol for another person(s) who may be under age.
21. Ensure litter arising from people using the premises is cleared away on a daily basis.
22. Challenge 25 policy in place. Posters clearly and prominently displayed.
23. Driving licences and or passports are the only form of I.D accepted.
24. Training is provided every 6 months to existing staff, on the law relating to underage sales of alcohol.
25. Training is provided for all new staff on the sale of age restricted products.
26. All staff informed of changes in the law relating to underage age - restricted products as and when required.
27. Written records kept of all training provided in respect to the law relating to underage sales of alcohol. Staff sign and date records to confirm that the training has been received and understood.
28. All staff notified of any reports of alleged underage sale incidents that has been brought to their attention by Trading Standards.
29. A log of such notifications kept on file, ready for inspection by authorised officers if required.
30. A refusal log is maintained and produced immediately upon request to Licensing / Trading Standards Officers / GMP Officers.
