ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1. Full risk assessments conducted prior to all (Non Bonfire Night events) / other events.
2. Challenge 25 Policy in place for all events.
3. SIA Door supervisors provided for events deemed as requiring this level of security provision / In consultation with the Licensing Service / Greater Manchester Police.
4. No person under the age of 18 admitted without being accompanied by parent/guardian or responsible person over the age of 18
5. All staff trained in relation to law relating to sale of age restricted products including alcohol
6. Minutes of staff training made available to Licensing staff/GMP upon request
Pre event:
· Only Two events will take place per each calendar year. The capacity will be a reduced capacity under 3000 persons.
· A full event plan including Health & Safety and noise management needs to be submitted to Environmental Health at least One month prior to the event taking place. Including location of the stage and speakers; how any noise complaints arising will be dealt with; and any noise control measures planned from the dispersal of patrons leaving the venue.
· The Safety Advisory Group (SAG) and residents must be notified at least one calendar month prior to any scheduled events.
· The Local Authority Licensing Department and Greater Manchester Police must be notified at least 30 days before any scheduled event.
· Letter drop the immediate neighbours that surround Norden Cricket Club at least one month prior to the event. Please include the event dates and times and the ‘customer liaison’ contact number.
· The organiser will complete a full Health and Safety Event plan prior to each event.
· The organiser will produce a traffic management plan one month prior to the event.
· The organiser will produce a detailed scaled site plan, which will include entrances, emergency exits, first-aid / welfare, temporary bars, staging, structures and marquees.
· The organiser will obtain completion certificates for all temporary structures, power and water installations prior to the event opening to the public.
· The organiser / DPS will produce an alcohol management plan one month prior to the event
· All conditions of entry will be approved 1-month prior to the event.
· The organiser will prepare a drugs policy for the event (attached in the EMP)
· All food concessions will be available for inspection at times suitable to the Council’s Environmental Health Officers.
· A hotline number for the event organiser on the day will be provided
Health and Safety
· The organisers will employ the services of a first-aid provider; the numbers of staff will be in line with the HSG 195 The Event Safety Guide.
· All electrical installations and equipment will comply with the general requirements at the Electricity at Work Regulations 1989 and with the general provisions of the Event Safety Guide or any replacement guidance.
· No glass containers, glass bottles or cans shall be sold on the Licensed Premises.
· The event organiser will take appropriate measures to prevent glass containers, glass bottles or cans being brought onto the premises by the public.
Challenge 25
· The organisers will operate a Challenge 25 policy on the sale of alcohol.
· Anyone who appears to be under the age of 25 will be asked to produce identification.
· All bar staff will be trained in regards to the Challenge 25 policy. This training will be recorded in writing and be made available upon request.
· The only forms of proof of age identification that will be accepted are photo driving licences, passports and other photo cards displaying the PASS (Proof of Age Standards Scheme) logo.
Training and Refusals
· Each bar onsite will be managed by a supervisor.
· A refusals log will be kept at each bar.
· The organiser will take all reasonable steps to prevent drunkenness and other disorderly conduct.
Security
· All stewards will be easily identifiable and have appropriate training for their duties.
· A register will be maintained for all stewards and security staff employed before, during and after the event containing their full names, dates of birth, home address, employers, event specific identification and where appropriate, their SIA registration details. The details will be made available to Rochdale Police and the Licensing Authority.
· Security will conduct a search on arrival to ensure alcohol isn’t brought onto the premises and this will be clearly marked on all tickets.
· Services of a recognised security and stewarding company will be employed. (A Mixture of male and Female Stewards will be employed).
· As a condition of entry all persons under the age of 18 must be accompanied by a responsible adult.
Site Management
· A dedicated and clearly signed first-aid point will be manned at all times the premises are open to the public.
· The organiser will ensure there is a welfare point within first-aid at all times while the premises is open to the public. This point will be also indicated on any public literature.
· The event safety plan will include a dedicated lost / found child policy.
· All responsible adults of children will be asked to fill in a white wristband with their responsible adults contact number on. This will then be placed on the child they are supervising.
· Appropriate arrangements by way of fencing, barriers, gate systems, security or other provision will be made, in agreement with the responsible authorities, to prevent unauthorised access to the Licensed Premises and manage entry to the Licensed Premises.
· All emergency exits and entrances / exits will be kept clear at all times. A dedicated blue route will be indicated in the traffic management plan and kept clear for access by emergency vehicles at all times.
· Vehicle movement within the Licensed Premises will be limited to those which are essential and will be controlled to ensure safety of the public and staff.
· The organiser shall ensure that adequate sanitary provisions and hand washing and drying facilities are provided for the number of people expected to attend the event to the satisfaction of the Licensing Authority as per the Purple Guide and be proportional to the gender split and audience profile.
· The organiser will identify an area outside the licensed premises for the collection of litter of patrons leaving the premises.
· There will be a Taxi Pick Up point manned by a Taxi Marshall.
· Live music to finish by 21:30
· All event activity within the premises will be controlled with specific reference to the capacity of the venue, the nature of the event content and in compliance with the standards for the provision of services as outlined by HSG 195 The Event Safety Guide (commonly known as the Purple Guide) or any industry standard replacement guidance.
· Completion certificates for all temporary structures, power and water installations prior to the event opening to the public will be obtained
· A ‘customer liaison’ number needs to be displayed clearly outside the venue and manned to deal with any noise queries that may occur on the weekend of the event.
· Where possible deal with any complaints according to your event plan.
