ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1. The premises will comply with all requirements of the Licensing Act 2003 and
will cooperate fully, always, with all reasonable requests made by the Police
and Licensing Service.
2. The premises licence holder (PLH) will adopt any additional, appropriate, and
proportionate operating conditions if requested by any Responsible Authority.
3. The premises will maintain a 24/7 mobile contact number that is always
operational to enable any Responsible Authority to make immediate contact
with the PLH if required.
4. CCTV cameras must cover all internal and external areas of the premises,
including all areas where customers have legitimate access.
5. At least one CCTV camera must be specifically positioned to capture clear
facial images of any persons entering the premises.
6. All areas must be sufficiently illuminated to ensure the recording of clear and
high-quality CCTV images.
7. CCTV images must have sufficient clarity, quality, and definition to enable
facial recognition.
8. CCTV recordings must be retained in an unedited format for a minimum
period of 31 consecutive days. The CCTV system must record images 24/7,
regardless of whether the premises are open or closed.
9. Any person left in charge of the premises must be trained in the use of the
CCTV equipment and be able to produce, download, or burn CCTV images
upon request.
10. The CCTV system must be maintained regularly and always kept in good
working order. Images must be produced to the Police or Authorised
Licensing Officers immediately upon request.
11. CCTV must be checked daily, and if found to be non-operational, the
premises must cease trading at 23:00hrs until the system is fully functional.
12. Posters, no smaller than A3 size, must be clearly and prominently displayed
at the entrance and front window of the premises, stating that CCTV is in
operation and that images are being captured for the purposes of crime
prevention and public safety. These posters must be printed on a yellow
background, in bold text, and must not be handwritten.
13. Any incidents occurring at or in the vicinity of the premises will be promptly
logged in a dedicated incident logbook, detailing the nature of the incident,
the individuals involved (where known), and the actions taken by staff. This
logbook will be made available for inspection by the relevant authorities upon
request. Additionally, all incidents of a serious nature, including but not limited
to anti-social behaviour, violence, or criminal activity, will be reported to the relevant authorities i.e. Police.
14. A list of all employees is written and kept up to date showing names, residential addresses, and dates of birth for each
employee.
15. The PLH will check and retain a copy of each employee UK Passport/Entitlement to work in the UK and produce
these immediately upon request to Police/Authorised Licensing Officers.
16. These lists are to be provided to GMP / Licensing Authority immediately upon request.
17. Prominent, clear, and legible notices must be displayed at all exits requesting that customers respect the needs of
residents and to leave the premises and area quietly.
18. Where the premises provide food for consumption off the premises, the public area immediately surrounding the
premises shall be cleared of waste food, food containers, wrapping etc. at the end of trading on each day.
19. No external waste disposal (including bottle or food waste) shall take place between 23:00 and 07:00. 20. Delivery
drivers must not leave engines idling or congregate outside the premises. A designated waiting area must be used where
possible.
21. Persons under the age of 18 are permitted to enter the premises unaccompanied before 22:00 hours. However, after
22:00 hours, individuals under the age of 18 must be accompanied by a responsible adult to enter the premises.
22. Clear signage will be displayed at the entrance to inform customers of this policy.
23. Staff will be trained to enforce this policy consistently and courteously, ensuring compliance with the outlined
restrictions.
24. Staff shall be trained in safeguarding awareness, including how to identify and respond to concerns involving children
and vulnerable persons, this training will be recorded and refreshed every 12 months and made available to
police/licensing officers.
25. Records of all training, including refresher training, must be maintained and made available to GMP or the Licensing
Authority upon request.
26. A refusals log must be maintained for any incidents involving underage individuals attempting to enter or be served and
made available to authorised officers upon request.
