ANNEX 1 Mandatory Conditions:
1. The premises licence holder (PLH) will adopt any additional, appropriate, and
proportionate operating conditions if requested by any Responsible Authority
2. The premises will maintain a 24/7 mobile contact number that is always
operational to enable any Responsible Authority to make immediate contact
with the PLH if required.
3. CCTV cameras must cover all internal and external areas of the premises,
including all areas where customers have legitimate access.
4. At least one CCTV camera must be specifically positioned to capture clear
facial images of any persons entering the premises.
5. All areas must be sufficiently illuminated to ensure the recording of clear and
high-quality CCTV images.
6. CCTV images must have sufficient clarity, quality, and definition to enable
facial recognition.
7. CCTV recordings must be retained in an unedited format for a minimum
period of 31 consecutive days. The CCTV system must record images 24/7,
regardless of whether the premises are open or closed.
8. Any person left in charge of the premises must be trained in the use of the
CCTV equipment and be able to produce, download, or burn CCTV images
upon request.
9. The CCTV system must be maintained regularly and always kept in good
working order. Images must be produced to the Police or Authorised
Licensing Officers immediately upon request.
10. CCTV must be checked daily, and if found to be non-operational, the
premises must cease trading until the system is fully functional.
11. Posters, no smaller than A3 size, must be clearly and prominently displayed
at the entrance and front window of the premises, stating that CCTV is in
operation and that images are being captured for the purposes of crime
prevention and public safety. These posters must be printed on a yellow
background, in bold text, and must not be handwritten.
12. Any incidents occurring at or in the vicinity of the premises will be promptly
logged in a dedicated incident logbook, detailing the nature of the incident,
the individuals involved (where known), and the actions taken by staff. This
logbook will be made available for inspection by the relevant authorities upon
request. Additionally, all incidents of a serious nature, including but not limited
to anti-social behaviour, violence, or criminal activity, will be reported to the
relevant authorities i.e. Police.
13. The premises will be operated responsibly and in accordance with the
licensing objectives. Staff will be trained in all relevant procedures, including
maintaining a safe and orderly environment, preventing public nuisance, and ensuring the
protection of children from harm.
14. The premises will comply with all health and safety regulations. Fire exits will be clearly always
marked and unobstructed. Electrical and gas equipment will be regularly maintained and
inspected. Staff will be trained in emergency procedures and first aid.
15. Customers will be encouraged to leave the premises quietly and promptly after being served.
Waste and litter will be managed responsibly, with bins emptied regularly. There will be no
external seating or consumption areas. Staff will monitor and manage any noise or disturbance in
the immediate vicinity.
16. The premises operates solely as a takeaway, and children are only permitted on the premises
when accompanied by an adult.
17. No alcohol or adult entertainment is available.
18. The layout of the premises ensures that children are visible at all times while on the premises,
and all food preparation and customer areas are safe for both children and adults.
