ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1. The PLH/DPS will comply with any directive from Greater Manchester Police and the Licensing Authority on request in pursuance, of compliance of all Licensing objectives.
2. CCTV system installed and fully operational 24/7.
3. CCTV system located in a secure/restricted area - not accessible to members of the public.
4. CCTV cameras cover all entrances and exits to the premises.
5. CCTV images retained in unedited format for 31 consecutive days (Rolling).
6. CCTV images will be produced, upon request, to Greater Manchester Police, Authorised Licensing Officers (Rochdale BC).
7. Security Officer, who must be an employee of RBC, or approved sub contracted provider, on site during all licensed hours.
8. SIA door supervisors deployed, as required, following dynamic risks assessments, at the direction of Management.
9. When SIA door supervisors deployed, a written log will be maintained, detailing the following:
1. Name of company providing door supervisor.
2. SIA licence number and expiry date.
3. Duty start and cessation time(s).
4. SIA door supervisor signature.
5. Incident log detailing and remedial action taken.
10. Written “Zero” drugs policy in place.
11. Signage clearly and prominently displayed in all publicly accessible toilets stating:
“These premises operate a Zero Policy to Drugs: Any person found to be in possession of controlled substances will be immediately expelled, from the premises, and will receive a life time ban”.
12. All drugs seized / found - are retained in a secure location (Safe). GMP called and informed of seizure and arrangements made for GMP officer(s) to collect drugs from secure location. A log of the seizure / find is recorded in written format, with description of item seized / found - circumstances / date / time and description (as appropriate) of person who was in possession of drugs. Under no circumstances shall the drugs be conveyed by anyone other than a GMP officer from the premises.
13. Any person found to be in possession of drugs will receive an immediate life time ban from the premises.
14. All access and emergency “fire” exits clearly marked and illuminated.
15. Fire / Emergency evacuation procedures displayed clearly and prominently throughout the building.
16. Signage stating that a CCTV System is in Operation for the purpose of the prevention of crime and displayed in a clear and prominent on each level of the building.
17. No noise will emanate from within the premises so as to cause noise nuisance to the nearest noise sensitive residential property.
18. No person under the age of 18 permitted on the premises after 20:00hrs, on any day, unless accompanied by a responsible adult.
19. Challenge 25 Policy in place.
20. Challenge 25 posters clearly and prominently displayed in main areas and entrance.
21. Staff trained in regard to Licensing Legislation and responsibilities under Challenge 25 policies.
22. Training takes place at commencement of employment and every six months thereafter for every member of staff concerned with the sale / supply / serving of alcohol.
23. A record of training is maintained and produced upon request of authorised officers of the Local / Licensing Authority.
24. Refusals log maintained with / date / time of refusal. Description of person refused alcohol and brief circumstances as to why the refusal was necessary.
25. Refusal log produced on request to Police / Licensing Authority.
26. Telephone / Internet order / In Person Booking.
27. Pre-payment via debit / credit card only - point of sale (TOWN HALL) only.
28. ID required at point of delivery from resident - ID Accepted: UK driving licence with order delivery address matching UK driving licence address.
29. No deliveries permitted before noon or after 20:30hrs on any day.
30. No cash on delivery permitted.
