ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1. A member of management who is a personal licence holder to be on the premises at all times the premises is open to the public.
2. Regular health and safety checks to be conducted.
3. Emergency exists be clearly marked and kept free from obstruction. Adequate lighting be provided in all areas of the premises.
4. Staff training on safeguarding children and preventing underage drinking be given.
5. Challenge 25 posters to be clearly and visibly displayed at premises.
6. An ID Log is to be kept to record dates and times where ID has been requested and to record the type of ID shown.
7. A copy of this ID Log out will be made available immediately upon request to authorised officers of Rochdale Borough Council.
8. A Refusals Log is to be kept to record dates and times of all refusals to retail alcohol to underage persons.
9. A copy of the Refusals Log be made available immediately upon request of authorised officers of Rochdale Borough Council.
10. To inform all staff of changes in the law relating to age-restricted products as and when required.
11. To notify staff of any reports of alleged underage sale incidents that has been brought to your attention by Trading Standards.
12. To keep a log of such notifications on file, ready for inspection by authorised officers of Rochdale Borough Council if required.
13. To record any remedial action following a report from Trading Standards of an alleged underage sale from the premise.
14. To produce a copy of the ‘Record of Remedial Action’ if requested by an authorised officer of Rochdale Borough Council.
15. Written records be kept of all age verification training, with staff signing and dating the records to confirm that the training has been received and understood.
16. The premises to comply with all requirements of the Licensing Act 2003 and will cooperate fully, and at all times with all reasonable requests of the Police and Licensing authority.
17. The premises licence holder will adopt any additional, appropriate, and proportionate, operating conditions if requested by ANY Responsible Authority.
18. The Premises has a 24/7 mobile contact number working at all times to enable any Responsible Authority to make immediate contact with the PLH if required.
19. Install and maintain a CCTV system covering all areas of the venue where guests have legitimate access (excluding toilets).
20. CCTV images will be retained in an unedited format for a period of 31 consecutive days.
21. CCTV will be monitored on a regular basis and kept in good working order at all times and images shall be produced to police or Authorised Licensing Officers (Rochdale Council Licensing Service) upon request.
22. CCTV cameras cover internal and external areas of the premises and all areas where customers have legitimate access.
23. One CCTV camera is specifically positioned to capture facial images of any persons entering the premises.
24. All areas are sufficiently illuminated for the purposes of the recording of CCTV images.
25. All CCTV recorded images have sufficient clarity/quality/definition to enable facial recognition.
26. CCTV checked daily and if found not to be in good working order, alcohol will not be sold until such time as it is.
27. Posters, no smaller than A4 size, are clearly and prominently displayed at the entrance and exit of the premises stating that CCTV is in operation and that images are being captured for the purposes of crime prevention and public safety.
28. A list of all employees is written and kept up to date showing names and dates of birth for each employee. That list is provided to GMP / Licensing Authority immediately upon request.
29. The PLH will check and retain a copy of each employee UK Passport / and ensure their entitlement to work in the UK, prior to employment.
30. That list is provided to GMP / Licensing Authority immediately upon request.
31. Staff training shall take place on the Licensing Act and Licensing objectives every six months and a written record of this training to be maintained and made available to the police and any authorised officer of the Council for inspection on request.
32. A zero-tolerance drug policy will be implemented.
33. Written authority in place with names and date of births of all staff members permitted to sell alcohol. Written authority must be kept at the premises and produced for inspection on request by authorised officers.
34. Customers are to be prevented from leaving the premises with glasses or open bottles.
35. The DPS or premises licence holder must develop and operate a dispersal policy for clientele leaving the premises.
36. At an appropriate time before closing time, announcements should be made reminding customers to leave quietly.
37. All external doors and windows are to be kept closed when live entertainment or recorded music is in progress.
38. No person under the age of 18 shall be permitted access to the premises when entertainment of an adult nature is taking place.
39. No person under the age of 18 permitted on the premises unless accompanied by a responsible adult over the age of 21. (The responsible adult shall not be a member of staff).
