ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1. Use of door staff will be risk assess on an ongoing bases by the licence holder of the premises supervisor. Where engaged, door staff will be licensed by the Security Industry Authority.
2. When employed, a register of all door supervisors shall be kept. The register must include the following details;
a. Full SIA registration number
b. Date and time the door supervisor commences duty, counter signed by the Designated Premises Supervisor or Duty Manager
c. Date and time the door supervisor finished work, counter signed by the Designated Premises Supervisor or Duty Manager
d. Any occurrence or incident of interest involving crime and disorder or public safety must be recorded giving names of the door supervisor involved.
3. The door supervisor register should be kept on the premises and be available for inspection by an authorised officer of the police, or an authorised officer from the Licensing authority and shall be retained for a period of 6 months.
4. Staff will receive training on matters concerning under age sales, drug policy and operating procedure to include safety, evacuation and use of emergency equipment as required.
5. There shall be a zero tolerance policy in relation to drugs at the premises and there shall be regular checks by management to prevent the use of drugs by patrons. Drugs seized shall be stored securely and handed to the police.
6. The management of the premises will be cognisant of issues of local concern or disorder raised by the police.
7. The premises shall have in place an active Refusals log (which can be electronic or hand written) and an Incident log (which can be electronic or hand written) to record all refusals, age challenges and incidents connected to the licensing objectives. These logs must be kept for 12 months and be available for inspection on demand by an officer of a relevant Authority or police officer and in any case within 24 hours.
8. Challenge 25 posters to be clearly and prominently displayed.
9. To inform all staff of changes in the law relating to age-restricted products as and when required.
10. To notify staff of any reports of alleged underage sale incidents, alleged to have taken place at the site that have been brought to your attention by Trading Standards.
11. To keep a log of such notifications on file, ready for inspection by authorised officers of Rochdale Borough Council if required
12. CCTV shall be provided in the form of a recordable system capable of providing pictures of evidential quality, in particular capable of providing facial recognition at the public entrance to the premises.
13. Cameras shall provide comprehensive coverage of all areas where the sale, supplier or consumption of alcohol occurs.
14. Equipment shall be maintained in good working order and correctly timed and dated.
15. The licence holder shall take reasonable steps to ensure prompt repairs are carried out as and when required.
16. Recordings will be available for a period of 28 days and copies provided to a responsible authority, upon receipt of a request, complying with data protection requirements.
17. The recording equipment of a digital hard drive system, shall be kept in a secure environment, under the control of the site management.
18. A fire Risk Assessment complaint with the requirements of the Regulatory Reform (Fire Safety) Order 2005, shall be prepared and implemented prior to the commencement of trading.
19. To comply with the reasonable requirements of the fire officer from time to time.
20. The premises will have adequate safety and firefighting equipment, and such equipment will be maintained in good operational order.
21. Staff will be trained on matters of safety, evacuation and use of emergency equipment as required.
22. Spillages and breakages will removed as soon as possible to reduce the risk to patrons and staff.
23. Noise or vibration shall not emanate from the premises so as to cause a nuisance to nearby properties.
24. Patrons will be encouraged by staff to leave quietly and respect the interests of the occupiers of any nearby noise sensitive premises. Where appropriate the licensee or a suitable staff member will monitor patrons leaving at the closing time.
25. The restrictions set out in the Licensing Act 2003 will apply.
26. The premises supervisor or appointment staff member shall ensure that when children are admitted to the premises their presence is not inconsistent with the style of operation of the premises at the time and the licensable activities that are being carried out.
27. The Premises Licence Holder and/or Designated premises Supervisor shall ensure that all staff complete training in Child Sexual Exploitation within 28 days of employment and a signed record of their training shall be maintained. Refresher training in relation to CSE shall formally take place once every six months and signed records of this training shall be maintained. These records shall be kept for a minimum of two years from the date of the training and shall be made available to any Officer of a Relevant Licensing Authority or Police Officer.
