ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1.Contact details of the Designated Premises Supervisor available to staff and to the authorities
2.The business will operate as a virtual reality gaming arcade and the sale of alcohol will at all times be ancillary to that business model.
3.To ask for appropriate identification of proof of age with a photograph of the person displayed on the I.D. Appropriate identification is limited to a passport, photo driving licence or a ‘PASS’ proof of age card.
4.An ID Log is to be kept to record dates and times where ID has been requested and to record the type of ID shown.
5.A copy of this ID Log will be made available immediately upon request to authorised officers of Rochdale Borough Council.
6.A Refusals Log is to be kept to record dates and times of all refusals to retail alcohol to underage persons.
7.A copy of the Refusals Log will be made available immediately upon request of authorised officers of Rochdale Borough Council.
8.A written notice of ‘authority’ record for all staff who sell alcohol
9.Challenge 25 scheme operated at premises.
10.Challenge 25 posters to be clearly and prominently displayed.
11.To attend training seminars organised by the Trading Standards Service as and when requested to do so.
12.To inform all staff of changes in the law relating to age-restricted products as and when required.
13.To provide training, at least once a year, to existing staff, on the law relating to underage sales of alcohol.
14.To provide training for all new staff on the sale of age restricted products.
15.To keep written records of all training provided in respect to the law relating to underage sales of alcohol. Staff to sign and date records to confirm that the training has been received and understood.
16.To notify staff of any reports of alleged underage sale incidents that has been brought to your attention by Trading Standards.
17.To keep a log of such notifications on file, ready for inspection by authorised officers of Rochdale Borough Council if required.
18.To record any remedial action following a report from Trading Standards of an alleged underage sale from the premise.
19.To produce a copy of the ‘Record of Remedial Action’ if requested by an authorised officer of Rochdale Borough Council.
20.Alcohol will not be permitted to be removed from the premises in open bottles or containers.
21.Staff shall be trained on security issues including how to identify and refuse service to customers that are drunk or appear to be drunk.
22.CCTV will be provided in the form of a recordable system capable of providing pictures of evidential quality and in all lighting conditions particularly facial recognition.
23.Cameras will encompass all ingress and egress to the premises and any internal areas where the sale of alcohol occurs.
24.CCTV equipment will be maintained in good working order and correctly timed and dated.
25.Recordings will be available for a period of 28 days and handed to the police and other responsible authorities upon request.
26.The recording equipment will be of a digital hard drive or cloud based system and will be kept in a secure environment under the control of the premises licence holder or other responsible named individual.
27.Appropriate firefighting equipment being installed and maintained at the premises and staff trained in its use.
28.The approved arrangements at the premises, including means of escape provisions, emergency warning equipment, the electrical installation and mechanical equipment, shall at all material times be maintained in good condition and full working order.
29.The means of escape provided for the premises shall be maintained unobstructed, free of trip hazards, be immediately available and clearly identified in accordance with the plans provided.
30.The premises and public areas nearby are kept free from litter associated with the operation of the business
31.Satisfactory arrangements will be put in place to supervise an orderly dispersal of visitors when leaving the property to ensure the minimum of noise and disturbance to local residents and businesses.
32.No noise generated on the premises, or by its associated plant or equipment, shall emanate from the premises nor vibration be transmitted through the structure of the premises which gives rise to a nuisance
33.Notices will be appropriately displayed requesting customers to be quiet and considerate to local residents and businesses when they leave the premises
34.Flashing or particularly bright lights on or outside the premises shall not cause a nuisance to nearby properties, save insofar as they are necessary for the prevention of crime.
35.The premises will be promoted as family friendly and suitable for all ages.
36.There will be no inappropriate promotions, activities or behaviour tolerated at the premises that might put children at risk.
