ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1.To ask for appropriate identification of proof of age with a photograph of the person displayed on the I.D. Appropriate identification is limited to a passport, photo driving licence or a ‘PASS’ proof of age card.
2.An ID Log is to be kept to record dates and times where ID has been requested and to record the type of ID shown.
3.A copy of this ID Log will be made available immediately upon request to authorised officers of Rochdale Borough Council.
4.A Refusals Log is to be kept to record dates and times of all refusals to retail alcohol to underage persons.
5.A copy of the Refusals Log will be made available immediately upon request of authorised officers of Rochdale Borough Council.
6.Challenge 25 scheme operated at premises.
7.Challenge 25 posters to be clearly and prominently displayed.
8.To inform all staff of changes in the law relating to age-restricted products as and when required.
9.To provide training, at least once a year, to existing staff, on the law relating to underage sales of alcohol.
10.To provide training for all new staff on the sale of age restricted products.
11.To keep written records of all training provided in respect to the law relating to underage sales of alcohol. Staff to sign and date records to confirm that the training has been received and understood.
12.To notify staff of any reports of alleged underage sale incidents that has been brought to your attention by Trading Standards.
13.To keep a log of such notifications on file, ready for inspection by authorised officers of Rochdale Borough Council if required.
14.To record any remedial action following a report from Trading Standards of an alleged underage sale from the premise.
15.To produce a copy of the ‘Record of Remedial Action’ if requested
16.A responsible member of staff on site at all times the premises is open to the public.
17.All members of staff employed will have authority to live and work in the UK.
18.SIA required every Friday and Sat night from 2200 - premises close. Plus every Sun, proceeding Bank holiday Mondays (when open). Also Christmas Eve, Boxing Day and New Year’s Eve.
19.Where SIA door securities are engaged at the premises, SIA staff will be supplied by a registered SIA company.
20.When SIA door supervisors are required, a register will be maintained recording the following details: SIA licence number, licence expiry date, name, duty commencement date/time, duty cessation time and the individual’s signature. This register made available to authorised officers on request.
21.Posters displaying zero Policy in relation to Drug Use.
22.Digital CCTV system installed and in operation.
23.CCTV retained in a secure environment.
24.CCTV system installed so as to ensure no “Black Spots”.
25.CCTV system shows correct time(s) and date(s)
26.CCTV cameras cover internal and external areas of the premises and all areas where customers have legitimate access (excluding toilets).
27.At least one CCTV camera specifically positioned to capture facial images of any person entering the premises at every entrance.
28.All areas sufficiently illuminated for the purpose of CCTV images
29.CCTV images to be of evidential quality and capable of facial recognition
30.CCTV images retained for a minimum period of 31 consecutive days.
31.A person capable of operating the CCTV always available and able to produce, download or burn CCTV images if requested by Police or other relevant Licensing Authority.
32.CCTV maintenance carried out regularly and kept in good working order, records of these checks made and available for inspection by authorised officer on request.
33.CCTV checked weekly and if found not to be working, no alcohol will be sold until such time as it is.
34.CCTV records at all times members of the public are on the premises.
35.Posters displayed in a prominent position at the entrances and exits of the premises notifying members of the public that CCTV is in operation and images are being captured for the purposes of crime prevention and public safety.
36.Displayed posters to be no smaller than A4 size.
37.Children under the age of 16 not permitted on the premises after 21:00hrs, unless under guidance of parent/guardian during private party.
