ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1. A member of management on site at all times the premises is open to the public
2. Challenge 25 Policy in place.
3. Posters, minimum size A4, displaying Challenge 25 Policy clearly and prominently displaying at relevant alcohol sale points throughout the premises
4. Only forms of acceptable identification are: Photo driving licence, Passport and Proof of Age scheme card which carries the PASS hologram.
5. Refusals log in place recording any refusal of sale of alcohol, this log made available upon request of an authorised officer.
6. Training provided to all staff upon induction on the sale of age restricted products before they serve behind any bar area.
7. Training provided every 12 months thereafter on the law relating to uderage sales.
8. Records kept of all training provided and signed by staff to confirm training received and understood. These records made available to an authorised officer on request.
9. All staff updated and informed of the changes in the law relating to the sale of age restricted products as and when required.
10. All staff notified of any reports of alleged underage sales incidents that have been brought to the attention of management by Trading Standards Service.
11. A log of such notifications kept on file and available on request of an authorised officer
12. Remedial action recorded following a report of an alleged underage sale from the premises, a copy of record made available to an authorised officer on request.
13. A risk assessment will take place at least 10 working days prior to any event to establish the suitability and necessity for SIA registered door supervisors. This risk assessment and outcome to be recorded in a log and produced to authirised officers upon request.
14. Where SIA door securities are engaged at the premises, SIA staff will be supplied by a registered SIA company.
15. In the event SIA door supervisors are required, a register will be maintained recording the following details: A licence number, licence expiry date, name, duty commencement date/time, duty cessation time and the individual’s signature. This register made available to authorised officers on request.
16. Following the premises opening - 1 SIA Supervisor to be employed Friday and Saturday evening form 21.00 to closure of premises. This is for an intial period of 3 months to assess requirement of said Supervisor. This condition can be enforced on a permament basis by the Licensee, Police/Council subject to incidents of Crime and Disorder.
17. Posters displaying zero Policy in relation to Drug Use.
18. Digital CCTV system installed and in operation.
19. CCTV retained in a secure environment.
20. CCTV system installed so as to ensure no “Black Spots”
21. CCTV system shows correct time(s) and date(s)
22. CCTV cameras cover internal and external areas of the premises and all areas where customers have legitimate access (excluding toilets).
23. At least one CCTV camera specifically positioned to capture facial images of any person entering the premises at every entrance.
24. All areas sufficiently illuminated for the purpose of CCTV images.
25. CCTV images to be of evidential quality and capable of facial recognition
26. CCTV images retained for a minimum period of 31 consecutive days.
27. A person capable of operating the CCTV always available and able to produce, download or burn CCTV images if requested by Police or other relevant Licensing Authority
28. CCTV maintenance carried out regularly and kept in good working order, records of these checks made and available for inspection by authorised officer on request.
29. CCTV checked daily and if found not to be working, no alcohol will be sold until such time as it is.
30. Records of daily checks to be made and available for inspection by authorised officer on request.
31. CCTV records at all times members of the public are on the premises.
32. Poster displayed in a prominent postion at the entrances and exits of the premises notifying members of the public that CCTV is in operation and images are being captured for the purposes of crime prevention and public safety.
33. Displayed posters to be no smaller than A4 size.
34. Children under the age of 16 not permitted on the premises after 21.00hrs unless accompanied by an adult.
35. 16 or 17 year old is allowed to drink beer, wine or cider with a table meal provided an adult purchases the drink.
36. Age restrictions clearly and prominently displayed on corporate web sites and all promotional materials used, including all Social media platforms and booking apps.
37. To keep a log of identification requests, which will be made immediately available upon request by authorised officers of Rochdale Borough Council.
38. Membership of local pubwatch scheme.
39. Walkie Talkies linked with other licence premises.
40. Enforce drug policies and display notices.
41. A list of all employees is written and kept up to date showing names and dates of birth for each employee.
42. All incidents of fighting, drugs, weapons will be reported to GMP immediately by phone.
43. Regular external sound checks conducted.
44. Log of checks maintained.
45. Soundproofing has been installed for upstairs flats.
46. Litter clearance around premises.
47. Notices asking customers to respect our neighbours and keep noise to a minimum will be displayed at all entrances and exits and various locations around the premises. Including any areas used for smoking.
48. Smoking areas will be contained as far away from neighbouring residential properties as possible.
49. If door staff are on duty it will be part of their role to ensure that any noise is kept to an acceptable level. If no door staff it will be the responsibility of the duty manger.
50. Deliveries will be organised in such a manner as to ensure the minimum practical disturbance is caused.
51. To act responsibly by keeping the volume of any amplified entertainment at an acceptable level at all times and so that the entertainment will not be cause a nuisance inside or outside any noise sensitive premises.
52. To assist this aim doors and windows will be kept closed except for ingress & egress, to prevent the noise escaping.
53. No speakers to be placed outside the front of the premises.
54. Waste (especially bottles), with the exception of food, will not be placed in external bins after 22.00hrs or before 09.00hrs on any day if there are any residential properties in the close vicinity.
