ANNEX 3 - CONDITIONS ATTACHED AFTER A HEARING BY THE LICENSING AUTHORITY
Zone A - Main Stand (incorporating Executive Lounge & Director Lounge)
1. Digital CCTV system in operation
2. CCTV cameras cover internal and external areas of the premises and all areas where customers have legitimate access
3. At least one CCTV camera specifically positioned to capture facial images of any person entering the premises at every entrance
4. At least one CCTV camera specifically positioned behind the bar facing towards the customer capturing facial images of any person making a purchase
5. All areas sufficiently illuminated for the purpose of CCTV images
6. CCTV images to be of evidential quality and capable of facial recognition
7. CCTV images retained for a period of 31 consecutive days
8. A person capable of operating the CCTV always available and able to produce, download or burn CCTV images if requested
9. CCTV maintenance carried out regularly and kept in good working order, records of these checks made and available for inspection by authorised officer on request
10. CCTV images produced to authorised officers on request
11. CCTV checked daily and if found not to be working, no alcohol will be sold until such time as it is, records of these checks made and available for inspection by authorised officer on request
12. CCTV records at all times members of the public are on the premises
13. Posters displayed in a prominent position at the entrances and exits of the premises notifying members of the public that CCTV is in operation and images are being captured for the purposes of crime prevention and public safety; Posters to be no smaller than A4 size.
14. A member of management on site at all times the premises is open to the public
15. A 24 hour contact number is in place and working at all times
16. Any incidents of fighting, drugs and/or weapons reported to GMP immediately
17. Challenge 25 Policy in place
18. Posters displaying Challenge 25 Policy clearly and prominently displayed at sale points throughout the premises
19. Only forms of acceptable identification are photocard driving licences and passports
20. Refusals log in place recording any refusal of sale of alcohol, this log made available upon request of an authorised officer
21. Training provided to all staff upon induction on the sale of age restricted products before they serve behind the bar/kiosk area
22. Training provided every 6 months thereafter on the law relating to underage sales
23. Records kept of all training provided and signed by staff to confirm training received and understood, these records made available to an authorised officer on request
24. To attend training seminars organised by Rochdale Borough Council Trading Standards Service as and when requested to do so
25. All staff updated and informed of the changes in the law relating to the sale of age restricted products as and when required
26. All staff notified of any reports of alleged underage sales incidents that have been brought to the attention of management by Trading Standards Service
27. A log of such notifications kept on file and available on request of an authorised officer
28. Remedial action recorded following a report of an alleged underage sale from the premises, a copy of record made available to an authorised officer on request
29. Whenever the premises provide licensable activities the actions stated in the noise management policy agreed on 10.03.2017 will be implemented and complied with - NMP attached.
Zone B - Sandy Lane Stand
No licensable activities take place in this area
Zone C - Willbutts Lane Stand (incorporating 4 kiosks under the stand, all of which providing retail sale and supply of alcohol)
