ANNEX 3 - CONDITIONS ATTACHED AFTER A HEARING BY THE LICENSING AUTHORITY
1. The hours of trade shall not exceed 10:00 - 22:30
2. The sale of alcohol shall not exceed 12:00 - 22:30
3. The sale of, and consumption of alcohol, shall be restricted to the bar area only and only this area is subject of the Licence
4. There must be signs clearly displayed in the bar area stating no alcohol shall be consumed beyond the bar area and on the doors adjacent to the bar area
5. The club will operate on a membership only arrangement. On first attendance, customers will become members, sign up to the terms and conditions and be issued with a photo-membership card
6. Admission is for entry and skating combined
a. no person will be granted entre for any other purpose within the normal operating hours
7. The bar area will be designated for the sale and consumption of alcohol and drinks will not be removed from that area
8. CCTV be installed and in working order. CCTV images are to be retained for 28 days and produced to Police Officers and Authorised Officers of RMBC immediately upon request
a. the premises will only open when the CCTV is in full working order
9. The CCTV will be in a format whereby footage can be recorded onto hard drive in a downloadable format
10. The CCTV will be checked to be in working order daily and a record will be kept of daily checks
11. A member of staff who can operate/provide footage will be present at all times
12. Staff will be trained on the operation of the CCTV
13. The Designated Premises Supervisor (DPS), if not present during Licensed hours, will give written authority to named staff members to sell alcohol on his/her behalf
a. the written authority will be kept at the bar and produced on demand to the Police or relevant authority upon request
14. A Challenge 25 Scheme will operate at the premises and Challenge 25 posters must be clearly and prominently displayed
a. a refusal/incident log will be maintained
b. staff will be trained in Challenge 25 and refusals and all training will be recorded
15. Training will be provided, at least every 6 months, to all staff on the law relating to underage sales of alcohol
16. Training will be provided to all new staff on the sale of age restricted products
17. Written records will be kept of the training provided in respect to the law relating to age restricted products
18. Staff will be notified of underage sales incidents that have been brought to your attention by Trading Standards
a. a log of such notifications should be kept on file, ready for inspection by authorised officers of RMBC if required
19. Training sessions must be attended as and when requested to do so by Trading Standards
20. There will be sufficient bins provided inside and outside the premises to prevent littering nuisance
21. A designated smoking area will be provided outside. Smoking will not be permitted in any other area
22. Staff will be expected to challenge and inappropriate anti-social behaviour
a. staff will actively seek to prevent congregation of customers in the external areas and immediate areas
23. Staff will at all times work closely with the Police and relevant authorities to achieve the Licensing Objectives
24. Sufficient marshall staff will be provided to monitor behaviour and health and safety issues
25. First Aid trained staff will always be present during opening hours and appropriate First Aid equipment will be present
26. There will be a No Drugs policy and No Weapons/Blades items policy;
a. any person found in posession of such substances/items will be requested to leave
b. any items found will be placed in a secure place and the police informed
27. General noise to adjoining premsies;
a. soundproofing will be installed against all party walls to ensure a sound reduction of at least 50 dBA between the premises
28. General noise of customers entering and leaving the building;
a. notices asking customers to respect our neighbours and keep noise to a minimum will be displayed at all entrances and exits
b. management will also undertake regular door checks to ensure no noisy disturbances take place outside and if any do occur management will resolve them as quickly as possible either by;
i. encouraging customers to continue on their way home/onward journey quickly
ii. asking customers to return inside whilst waiting for transport
iii. order taxis for customers so they come quickly so there is no delay
c. if door staff are on duty it will be part of their role to ensure that the noise is kept to an acceptable level
29. Noise of deliveries;
a. deliveries will be organised in such a manner as to ensure the minimum practical disturbance is caused
30. Amplified entertainment within the premises;
a. to act responsibly by keeping the volume of any amplified entertainment at an acceptable level of 90dBA or less at all times and so that the entertainment will not be audible inside or outside and noise sensitive premises
b. To assist this aim doors and windows will be kept closed to prevent the noise escaping
c. The Designated Premises Supervisor (DPS) will make arrangements for periodic noise monitoring assessment inside the building and at the boundary of any adjacent noise sensitive buildings and reduce the volume of the entertainment if noise from the premises is audible
d. The DPS or authorised staff will ensure that a log of noise monitoring activities carried out inside and outside the premises is kept
e. The log will include details of where the monitoring took place, the audibility of noise at the boundary of adjacent noise sensitive buildings, the date and time of monitoring, the details of the person carrying out the monitoring and type and characteristics of any entertainment heard
f. the monitoring log must be produced on the request of an authorised officer of the Council
31. Taxi drivers beeping their horn;
a. the DPS (or applicant) will maintain dialogue with local taxi firms and request drivers do not use horns when waiting for customers to come out of the premises
32. Noise from waste storage activities;
a. waste (especially bottles) will not be placed in external bins after 21:00 or before 09:00 on any day
