ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1. Will consult and meet regularly with the local township manager, local crime prevention officer and council representatives to ensure the Centre continues to meet the licensing objectives and to make changes where required
2. The Centre will have a comprehensive internal telephone system allowing staff to quickly relay information to one another so speeding up the response times to situations that may occur. A PA system will be installed throughout the building. Outside lines are available from main offices in the building. All duty managers will have access to a mobile phone
3. The centre will be staffed throughout its operational hours and staff will regularly patrol the building to aid the prevention of crime and disorder
4. Excellent relations will be kept between the Centre and the local police and PCSO's and will be committed to the reduction of crime and disorder in the area via diversary activities provided at the Centre
5. The CCTV on site will cover the main parking areas. For large scale events staff will make regular patrols of the outside of the building, including the parking areas
6. CCTV installed on site will be extremely comprehensive and cover all trading and non trading areas. It will be maintained at all times and in fully operational order. All CCTV images will be retained for 28 consecutive days and will be produced immediately upon request to police/authorised officers of RMBC licensing authority. CCTV will record images at all times that any persons are on the premises (including staff). CCTV cameras are positioned in accordance with the requirements of the police/crime reduction officers and authorised officers of RMBC licensing authority
7. Cameras to be re-positioned at the request of the aforementioned authorities if required
8. The building is equiped with a comprehensive fire alarm system which is maintained and will be checked on a weekly basis as well as checks on all fire fighting equipment. Duty managers and supervisors are trained as fire wardens to cover events
9. All emergency signage will be in place and checked regularly
10. Pre event checks will be carried out before the public are allowed into the building ensuring all means of ingress and egress are in working order and unobstructed
11. When disabled people are present, arrangements will exist to enable their safe evacuation in the event of an emergency; and disabled people on the premises will be made aware of those arrangements
12. Emergency lighting system will be maintained and checked on a weekly basis. Emergency lighting batteries will be fully charged before the admission of the public, members or guests
13. Warning notices will be displayed when events featuring special effects or flashing lights are in use
14. Safety checks will be carried out before the admission of the public, details of such checks are kept in a controlled file
15. Exits will be kept unobstructed, with non-slippery and even surfaces, free of trip hazards and clearly identified
16. Where chairs and tables are provided, internal gangways will be kept unobstructed
17. All exit doors will be easily openable without the use of a key, card, code or similar means
18. Doors at such exits will be regularly checked to ensure that they function satisfactorily and a record of the check kept
19. The edges of the treads of steps and stairways will be maintained so as to be conspicuous
20. Access for emergency vehicles will be kept clear and free from obstruction
21. Adequate and appropriate supply of first aid equipment and materials will always be available on the premises and checked on a regular basis. A minimum of at least one suitably trained first aider shall be on duty when the public are present
22. If necessary, an appropriately qualified medical practitioner or first aider will be present throughout sports entertainments involving judo, karate or other sports entertainment of a similar nature where risk or injury is high
23. At swimming galas and other pool based events; staff who are adequately trained in rescue and life safety procedures will be stationed and will remain within the vicinity of the water at all times the public are in the vicinity. Procedures will be in place to control events of this nature, including capacities, staffing levels, and emergency evacuation
24. The building will have a dedicated enclosed refuse compound to contain rubbish and to minimise the impact of the euro bins on the surrounding public walkways
25. The placing of refuse, such as bottles, into receptacles outside the premises, will take place at times that will minimise the disturbance to nearby
26. Where youth events will take place, suitable numbers of staff and youth workers will be in attendance to ensure good behaviour of all participants
27. Noxious smells from the Centre will be controlled so as not to cause a nuisance to nearby properties and the premises will be properly vented
28. With respect to the sporting elements, strict admission policy will apply to safeguard children. There will be a detailed pool admission policy and children under the age of 8 must be accompanied by an adult on the premises. Strict adult to child ratio will be in place for children under 8
29. All staff working in the centre will be employed subject to a CRB check. All clubs who use the facilities are required to submit details of their qualifications and CRB checks (where coaching of children occurs)
30. Link4Life has a child protection policy in place which staff will be trained on during their induction
31. Photography will need prior arrangement with the Centre and the Centre operates a permission to photograph policy. Signage is evident throughout the building informing customers against the use of cameras and mobile phones
32. Access control throughout the building is well planned and allows control of access to various parts of the building. gates and shutters prevent access to the pool and access into the sporting facilities. Extensive CCTV permits high levels of supervision throughout the building
