ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
(1) CCTV installed on site is extremely comprehensive and covers all trading and non trading areas. It will be maintained at all times and in full operational order.
(2) All CCTV images are retained for 28 consectutive days and will be produced immediately upon request, to Police/Authorised Officers of RMBC Licensing Authority.
(3) CCTV records images at all times that any persons are on the premises (including staff).
(4) CCTV cameras are positioned in accordance with the requirements of the Police/Crime Reduction Officers and Authorised Officers of RMBC Licensing Authority.
(5) Cameras to be re-positioned at the request of the aforementioned Authorites if required.
(6) The CCTV on site also covers the main parkings area.
(7) For large scale events staff make regular patrols of the outside of the building, including the parking areas.
(8) The building is equiped with a comprehensive fire alarm system which is maintained and checked on a weekly basis as well as checks on all fire fighting equipment.
(9) Duty Managers and Supervisors are trained as fire wardens to cover events.
(10) All emergency signage is in place and checked regularly.
(11) Pre event checks are carried out before the public are allowed into the building ensuring all means of ingress and egress are in working order and unobstructed.
(12) When disabled people are present, arrangements exist to enable their safe evacuation in the event of an emergency; and disabled people on the premises are made aware of those arrangements.
(13) In the event of a fire disable refuges are located at all the main fire excapes routes.
(14) Emergency Lighting system are maintained and checked on a weekly basis. Emergency lighting batteries are fully charged before the admission of the public, members or guests.
(15) Warning notices are displayed when events featuring special effects or flashing lights are in use.
(16) Safety checks are carried out before the admission of the public, details of such checks are kept in a controlled file.
(17) Exits are kept unobstructed, with non-slippery and even surfaces, free of trip hazards and clearly identified.
(18) Where chairs and tables are provided, internal gangways are kept unobstructed.
(19) All exit doors are easily openable without the use of a key, card, code or similar means. Doors at such exits are regulary checked to ensure that they function satisfactorily and a record of the check kept.
(20) The edges of the treads of steps and stairways are maintained so as to be conspicuous.
(21) Access for emergency vehicles is kept clear and free from obstruction.
(22) Adequate and appropriate supply of first aid equipment and meterials is always available on the premises and checked on a regular basis. At minimum of at least one suitably trained first-aider shall be on duty when the pubilc are present.
(23) If necessary, an appropriate qualified medical practitioner or first aider is present throughout a sports entertainment involving judo, karate or other sports entertainment of a similar nature where risk of injury is high.
(24) At swimming Galas and other pool based events; staff adequately trained in rescue and life safety procedures are stationed and remain within the vicinity of the water at all times the public are in the vicinty.
(25) The building has a dedicated refuse compound to contain rubbish and to minimise the impact of the euro bins on the surrounding public walkways. The placing of refuse - such as bottles - into receptacles outside the premises takes place at times that will minimise the disturbance to nearby residents.
(26) Noxious smells from the Centre are controlled so at to not cause a nuisance to nearby properties and the premises are properly vented.
(27) Children under the age of 8 must be accompanied by an adult on the premises.
(28) All staff working in the Centre are employed subject to a CRB check. All clubs who use the facilities are required to submit details of their qualifications and CRB checks (where coaching of children occures)
(29) Photography will need prior arrangement with the Centre and the Centre operates a permission to photograph policy. Signage is evident throughout the building informing customers against the use of cameras and mobile phones.
