ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1. A tamper proof CCTV system shall be installed at the premises in liaison with and to the satisfaction of the Greater Manchester Police local crime reduction officer and shall function fully during all hours that a licensable activity takes place on the premises.
2. Recorded images to show customers entering the store, to show customers at the alcohol displays and to provide clear uninterrupted facial images of customers at the point(s) of sale.
3. Signage on entry to the store clearly stating CCTV in Operation.
4. CCTV equipment must be maintained in good working order in accordance with manufacturers instructions. If the CCTV is not working no alcohol may not be sold until such time that it is.
5. The images recorded by the CCTV system shall be retained in unedited form for a period of not less than 31 days and images to be produced to the police and authorized officer of RMBC upon request.
6. Ensure all staff comply with Challenge 25 policy.
7. Document refusals/challenges these documented incidents to be made availble to the responsible body upon request.
8. Clear signage at the store to inform customers that Challenge 25 policy operates at the store.
9. Fully train staff in relation to the sale of alcohol, age restricted products, Challenge 25 and the prevention of proxy sales. Quarterly documented knowledge checks to be implemented.
10. All litter is to be cleared from outside the shop on a daily basis.
11. A refusal log is to be kept to record dates and times of all refusals to retail alcohol to underage persons.
12. A copy of the Refusals Log will be made available immediately upon request of Authorised Officers of RMBC.
13. The premise licence holder will be required to attend an annual 'Responsible Retailer' training session with Trading Standards.
14. Employees will be required to attend an annual 'Responsible Retailer' training session with Trading Standards.
15. To ask for appropriate identification of proof of age with a photograph of the person displayed on the I.D.
16. Record this request on an 'I.D. Request Log'.
17.To provide training, at least once a year, to existing staff, on the law relating to underage sales of alcohol.
18. To provide training for all new staff on the sale of age restricted products.
19. To attend training seminars organised by the Trading Standards Service as and when requested to do so.
20. To inform all staff of changes in the law relating to age-restricted products as and when required.
21. To keep written records of all training provided in respect to the law relating to underage sales of alcohol. Staff to sign and date records to confirm that the training has been recieved and understood.
22. To notify staff of any reports of alleged underage sale incidents that has been brought to your attention by Trading Standards.
23. To keep a log of such notifications on file, ready for inspection by authorised officers of RMBC if required.
24. To record any remedial action following a report from Trading Standards of an alleged underage sale from the premise.
25. To produce a copy of the 'Record of Remedial Action' if requested by an authorised officer of RMBC.
26. To sign up to the RMBC 'Responsible Retailer Scheme' which is run by Rochdale MBC, Trading Standards Service.
