  Off Licence Conditions

   

  Mandatory conditions where licence authorises the supply of alcohol

   

   

  (1)              No supply of alcohol may be made under the premises licence -

   

  (a)              at a time when there is no designated premises supervisor in respect of the premises licence, or

  (b)              at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended.

   

  (2)              The supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.

   

   

   

• ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE

   

  1. Good lighting within the premises.

   

  2. Entrance and Fire exits shall be kept free from obstruction at all times.

   

  3. First-aid kit available.

   

  4. Telephone available for emergency use.

   

  5. Fire Exit signs illuminated.

   

  6. Fridges and freezers placed on rubber mats to reduce noise vibration.

   

   

• ANNEX 3 - CONDITIONS ATTACHED AFTER A HEARING BY THE LICENSING AUTHORITY

   

  1. Images recorded by the CCTV system shall be retained in unedited form for a period of not less than 31 days.

   

  2. CCTV footage to be given to Authorities upon reasonable request of the Authorities.

   

  3. To ask for appropriate identification of proof of age with a photograph of the person displayed on the I.D.

   

  4. A refusal log is to be kept to record dates and times of all refusals to retail alcohol to underage persons.

   

  5. A copy of the Refusals Log will be made available immediately upon request of Authorised Officers of Rochdale MBC.

   

  6. Challenge 25 scheme operated at premises.

   

  7. Challenge 25 posters to be clearly and prominently displayed.

   

  8. To provide training, at least once a year to new and existing staff, on the law relating to underage sales of alcohol.

   

  9. To keep written records of all training provided in respect of the law relating to underage sales of alcohol.  Staff to sign and date records to confirm that the training has been received and understood.

   

  10. To notify staff of any reports of alleged underage sales incidents that have been brought to your attention by Trading Standards.

   

  11. To keep a log of such notifications on file, ready for inspection by Authorised Officers of Rochdale MBC, if required.

   

  12. To record any remedial action on a report from Trading Standards of an alleged underage sale from the premise.

   

  13. To produce a copy of the ‘Record of Remedial Action’ if requested by an Authorised Officer of Rochdale MBC.
