ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1. A tamper proof CCTV system shall be installed at the premises and shall function fully during all hours that a licensable activity takes place on the premises.
2. Recorded images to show customers entering the store, to show customers at the alcohol displays and to provide clear uninterrupted facial images of customers at the point of sale.
3. Signage on entry to the store clearly stating CCTV in operation.
4. Where CCTV equipment is fitted, it shall be maintained in good working order in accordance with manufacturers instructions.
5. Fully train staff in relation to the sale of alcohol, age restricted products, Challenge 21 and the prevention of proxy sales. Quarterly documented knowledge checks to be implemented.
6. Congregation of Youths in the vicinity of the premises is to be discouraged at all times the premises is open.
7. CCTV images to be retained for 28 days and produced to authorised officers of RMBC immediately upon request.
8. The Licensee/Manager/Duty Manager will be able to produce the required CCTV images immediately upon request to authorised officers of RMBC.
9. A refusal log is to be kept to record dates and times of all refusals to retail alcohol to underage persons.
10. A copy of the refusals log will be made available immediately upon request of authorised officers of RMBC.
11. Challenge 21 scheme operated at premises.
12. Challenge 21 posters to be clearly and prominently displayed.
13. The premise licence holder will be required to attend an annual "Responsible Retailer" training session with Trading Standards.
14. To ask for appropriate identification of proof of age with a photograph of the person displayed on the I.D.
15. Record this request on an "I.D. Request Log".
16. To provide training, atleast once a year, to existing staff, on the law relating to underage sales of alcohol.
17. To provide training for all new staff on the sale of age restricted products.
18. To inform all staff of changes in the law relating to age restricted products as and when required.
19. To keep written records of all training provided in respect to the law relating underage sales of alcohol. Staff to sign and date records to confirm that the training has been received and understood.
20. To notify staff of any reports of alleged underage sale incidents that has been brought to your attention by Trading Standards.
21. To keep a log of such notifications on file, ready for inspection by authorised officers of RMBC if required.
22. To record any remedial action following a report from Trading Standards of an alleged underage sale from the premise.
23. To produce a copy of the "Record of Remedial Action" if requested by an authorised officer of RMBC.
24. To sign up to the RMBC "Responsible Retailer Scheme" which is run by Rochdale MBC, Trading Standards Service.
