ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
1) All door staff shall be SIA registered.
2) All door staff and security staff will wear high visibility jackets or vests.
3) SIA registered door staff will be deployed at the managers’ discretion.
4) CCTV -
i. CCTV cameras and recording equipment will be installed and fully operational at all times.
ii. CCTV will record images of internal trading areas.
iii CCTV will record images of all external car-parking areas.
iv. CCTV images will be retained for 28 consecutive days.
v. CCTV images will be made available for inspection by Greater Manchester Police and Authorised Officers of RMBC Licensing Authority, immediately upon request.
vi. CCTV cameras will be positioned in accordance with the requirements of the Police / Crime Reduction Officers and Authorised officers of RMBC Licensing Authority.
vii. Cameras will be re-positioned at the request of the aforementioned authorities as required.
5) There shall be no irresponsible drinks promotions.
6) Events -
i. Events where alcohol is available will be by invitation or by presentation of an applicable ticket only.
ii. Proof of invitation will be requested.
iii. Pre-event checks are carried out before the public are allowed into the building to ensure all means of ingress and egress are in working order and are unobstructed.
iv. Safe evacuation procedures are in place to assist disable people.
7) All fire regulations shall be fully complied with.
8) Exits are kept unobstructed with non-slippery even surfaces, free of trip hazards and clearly identified.
9) All exit doors are regularly checked to ensure that they function satisfactorily and a record of them checks shall be maintained.
10) Access for emergency vehicles shall be kept clear and free from obstructions.
11) First aid equipment is held on site.
12) A trained first aider will be on duty at all times members of the public are on the premises.
13) A qualified medical practitioner is present throughout sports entertainment involving boxing, wrestling, judo, karate or other sports of a similar entertainment nature.
14) Boxing rings or any similar construction will be constructed by a competent person and is inspected by a competent authority.
15) At wrestling or any other similar entertainment of a similar nature, members of the public will not be permitted to occupy any seat within 2.5 metres of the ring.
16) At swimming galas or other pool-based events, staff will be adequately trained in the rescue and life safety procedures. These staff will remain within the vicinity of the water at all times the public are present.
17) Emergency evacuation procedures will be in place for all swimming events.
18) The placing or refuse into receptacles outside the premises will take place to ensure minimal disturbance to nearby residents.
19) Noise pollution is minimised by the inclusion of acoustic soundproofing.
20) Routine patrols will be undertaken externally to the premises to ensure external levels of music are not excessive.
21) Door supervisors will assist in preventing alcohol drinks and containers being taken from the building.
22) There is a detailed pool admission policy; children under the age of 8 must be accompanied by an adult on the premises.
23) All staff working on the premises will have been CRB checked. No employees of Middleton Arena will be permitted to work at the premises unless they have been subject to a CRB check.
24) Unaccompanied children under the age of 16 are not permitted into the bar areas.
25) Proof of age scheme and Challenge 21 scheme is adopted.
26) Extensive notices / signage are on display to demonstrate the law in respect of the purchase or supply of alcohol to underage people and to promote the 'Challenge 21' scheme.
27) Photography will need prior arrangement with the Hirer or with the Centre and the Arena operates a 'Permission to Photography' policy.
28) Signage is evident throughout the building informing customers against the use of cameras and mobile phones.
29) Access backstage is strictly controlled via a 'registers and licences' complemented by safe ratios of adult to children.
30) To ask for appropriate identification of Proof of Age with a photograph of the person displayed on the ID.
31) To provide training, at least once a year, to all existing and new staff on age restricted products.
32) To keep a written record of all training provided and get staff to sign and date records to confirm that the training has been received and understood.
33) To notify staff of any reports of alleged underage sale incidents that has been brought to your attention by Trading Standards.
34) To keep a log of such notifications on file, ready for inspection by Authorised Officers of Rochdale MBC, if required.
35) To record any remedial action following a report from Trading Standards of an alleged underage sale from the premise.
36) To produce a copy of the 'Record of Remedial Action' if requested by an Authorised Officer of Rochdale MBC.
